The Development Plan of the Autonomous Province of Vojvodina 2023–2030 serves as Vojvodina’s highest-ranking strategic planning document. The Assembly of the Autonomous Province of Vojvodina approved it in April 2023. This document outlines the development directions, goals, and measures the Provincial Government will implement by 2030. It focuses on socio-economic development, energy, and environmental protection.
The Provincial Secretariat for Regional Development, Interregional Cooperation, and Local Self-Government leads the drafting of this eight-year strategic document, with the Vojvodina Development Agency coordinating the process. Stakeholders created the document through transparent and participatory efforts, building partnerships across all sectors and spheres of society. Every segment aligns with the Sustainable Development Goals from the 2030 Agenda.
Public discussions about the Plan occurred in four cities: Novi Sad, Zrenjanin, Sombor, and Sremska Mitrovica. Over 20 institutions and more than 100 expert representatives contributed to the drafting process, while more than 300 interested citizens attended public presentations.
The Plan defines four priority development directions:
- Establishing Vojvodina as a place of high living standards,
- Advancing an energy-sustainable, digitally advanced, and spatially connected Vojvodina,
- Promoting a green Vojvodina resilient to climate change,
- Fostering an intercultural Vojvodina tailored to its citizens.
GIZ projects “Support to Public Administration Reform in the EU Accession Process” and “Public Finance Reform—Agenda 2030,” implemented in collaboration with the Republic Secretariat for Public Policies, supported the document’s drafting.

In September 2015, the United Nations introduced resolution A/RES/70/1 – Transforming Our World: the 2030 Agenda for Sustainable Development (Agenda 2030). This universal strategy calls on all signatory states to mobilize resources and achieve their goals by 2030. Agenda 2030 integrates 17 goals across three dimensions of sustainable development: economic growth, social inclusion, and environmental protection. The Government of the Republic of Serbia actively contributed to developing and drafting the Agenda by involving citizens in consultations on the post-2015 development agenda and participating in global forums where stakeholders defined the Sustainable Development Goals.
